The following memorandum from Office of Personnel Management (OPM) Director John Berry to the Heads of Departments and Agencies encourages participation in the CFC among newly hired employees, encourages volunteer support to help administer the CFC, and solicits support in helping to lower administrative expenses by encouraging use of Employee Express.
